Start Menu Woes

We use this laptop for example as a general use system, so we'll use it, put it in a cabinet for a month, then when a meeting or whatever comes up So in my case, the machine connected to my cable box will be staying on Windows 8.1 indefinitely (although there are some good WMC alternatives). I am noticing that while transcoding with Handbrake, my CPU usage is all over the place in a predictable rhythm (about every 3 seconds or so it drops to about 50% I can highly recommend Hyper-V, it's better than VirtualBox and completely integrated in Windows.

In the preview, the full list of apps is displayed across the entire screen rather than in a small list. First off is that my start menu icons won't appear fr the correct program (see attached picture) Second is that my desktop icon size always resets on a restart.
