System Restore Won't Stay Disabled

I don't know which service it uses but if one were to disable it I doubt if it could get re-enable ... Re-enables after restart. Since 10 installed all updates that come in for me are downloaded and installed without a restore... As I'm typing this the issue hasn't been fixed. navigate here
